A Mel Gibson movie that's not an epic?

** SPOILERS **
This is about a cop named Mel Gibson. He's a Boston cop working in Boston, so they spend a lot of time on the accent. Having lived in Boston for 27 years, it didn't sound to boston'esqe to me, but what do I know?
Anyhoo... his daughter comes home and gets killed, and that rubs Mel the wrong way. He doesn't go on a rampage, though. This isn't Taken. He sets about figuring things out, and makes friends with a hit man. The two are adorable together.
He does shed some blood towards the end. It gets a little juicy.
The conspiracy that caused all the ruckus was larger in scope than what the movie could successfully portray. The movie felt small, and the conspiracy should've been smaller.
There's one dumb scene. Mel gets kidnapped. Then he escapes. I'm not sure what the point was, although I may have zoned out and missed it.
